Cause:

In certain instances, when migrating or copying rules or form data from one solution to another, there can be occurrences of repeating content becoming corrupted, leading to issues with the rules within the repeating tables.

Solution:

Delete the repeating content  and rules  for the field having issues  and re-add both.
